The newest national remodeling reports offer homeowners a reason to ask more precise questions, rather than a reason to expect an automatic discount.

In its October 22 update, Harvard’s Joint Center for Housing Studies said annual improvement and repair spending is expected to remain relatively flat through late 2027. This is a newer release than the July outlook discussed in our earlier 2026 market overview. The date matters when comparing forecasts.

Two reports, two different measurements

Harvard’s Leading Indicator of Remodeling Activity looks at national spending on owner-occupied homes. It is not a quote for an individual renovation, a regional price list or an estimate for rental-property work.

NAHB’s October 8 release measures remodelers’ assessment of business conditions. Its third-quarter Remodeling Market Index reached 62, one point above the previous quarter. A reading above 50 means more respondents view conditions positively than negatively.

That survey also described pressure from material costs and labor availability. Steady sentiment and a flat spending forecast can coexist because the reports measure different things. Neither tells you the date a particular crew can start work.

Turn the news into a better estimate request

Our practical recommendation is to ask each bidder to price the same version of the job. For a bathroom, list whether the toilet and shower stay in their existing positions. State which fixtures you have selected and which still need an allowance. A lower total is hard to interpret when one proposal assumes a different project.

Ask how long the written quote remains valid and which materials must be ordered before a start date can be confirmed. Put those answers beside the price, rather than treating the promised start date as a separate conversation.

Use our guide to remodeling allowances and estimate comparison checklist to organize the replies. The national news provides context; the written scope tells you what you are actually buying.
